New Rules for Canadian Parcel Shipments to the USA

We will be updating this all the time as the rules change from day to day depending on the mood of the US President.

The United States has terminated the “de minimis” exemption, which previously allowed duty-free imports of goods valued under $800. This change is for all shipments made outside the USA, but it may also affect Canadian shipments.

Canadian Parcel Shipments to the USA: Implications and Requirements

  • Customs Declarations: All parcels require comprehensive customs declarations, including accurate HS codes and detailed product information.
  • Tariffs on Shipments: All items that are made in China and Hong Kong, regardless of value, are now subject to a 145% base tariff, with potential additional product-specific levies.
  • Electronic Advanced Data (EAD): Canada Post mandates EAD for all barcoded outbound parcels to the U.S., facilitating customs inspections, to reduce delays.
  • US customs are now opening parcels and checking “country of manufacture” labels, so expect delays.
  • Increased Compliance Costs: The additional documentation and compliance requirements may lead to higher shipping costs.

Canada Post: Updated Rates and Surcharges

  • Canada Post has adjusted its rates and surcharges in response to these changes.
  • Fuel Surcharges: As of March 24, 2025, fuel surcharges are 16.00% for U.S. and international parcel services and 14.00% for packet services.
  • Letter-Post Rate Increases: Effective January 13, 2025, rates for letter-post items to the U.S. have increased. For example, a standard mail item up to 30 grams now costs $1.75, up from $1.40.
